Council Room, Odell, Illinois, Monday August 14, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills;

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner

Guests Present: Sgt. Mitchell

 

Pledge of Allegiance

Clerk Iris Thorne led the Pledge of Allegiance.

 

In the absence of Mayor Joyner Trustee Joan Bullard motioned to appoint Trustee Jamie Johnson to chair the meeting; second by Trustee Mark Tissiere;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary for the month ending July 31, 2017. Bank balances for the month ending July 31, 2017 are as follows:

Board Listing Report #955 ran on August 14, 2017 at 12:10pm representing all due bills for the Village due in August 2017, and Board Listing Report #956 ran on August 14, 2017 at 12:55pm representing all due bills for Tourism due in August 2017 plus the list of payments due and paid between meetings totaling $ 8,784.67 and the interest of $ 350.80 due to BOP on the walking/biking path.

 

Trustee Brian Verdun moved to approve and pay all bills listed on the Board Listing Report #955 ran on August 14, 2017 at 12:10pm and Board Listing Report #956 ran on August 14, 2017 at 12:55pm plus the list of payments due and paid between meetings totaling $ 8,784.67 and the interest of $ 350.80 due on the walking/biking path.

Police Report

A police report for the month of July was received. Sgt. Mitchell reported that there were 39 incidents within the Village during the month of July.

Clearwell Update

No action that requires a vote on the Clearwell was taken.

Miscellaneous Old Business

NEW BUSINESS:

 

Rick Phillips – Annual Fiscal Year Audit

Rick Phillips gave an overview of the Fiscal Year 2016-17 financial activities. Rick indicated that the Clearwell expenses have put a strain on our finances. Rick also informed the board that the Comptroller is requiring that all audits be submitted following generally accepted accounting principles. This requirement would mean that the Village would have to switch from a modified cash basis accounting to an accrual/modified accrual basis accounting. He urged the board to contact their legislative constituents to let them know that this requirement would not only increase our audit expense by 100%, but would also affect our budget process and present accounting method.

Craven – McIntosh Drainage

Attorney Legner explained that the drainage issue has to do with the creek that flows south of Odell and that is connected on the west side of Odell by a box culvert. The issue is still being researched.

 

Prevailing Wage Amendment

The Department of Labor amended the wage rates after the Village passed the Prevailing Wage Ordinance. Attorney Ed Legner has prepared an amendment to the Prevailing Wage Ordinance.

 

Trustee Brian Mills moved to approve the Amended Prevailing Wage Ordinance for the Fiscal Year 2018; second by Trustee Brian Verdun;

Mediacom Ordinance

Attorney is waiting to receive more information on the Mediacom Ordinance issue. The Mediacom Ordinance is tabled until the September Meeting.

Renewal of IMRF Elected Officials Resolution

IMRF is requiring that every two years entities renew their resolution relating to Elected Official’s participation in IMRF.

 

Trustee Brian Mills moved to approve the Resolution relating to participation by elected officials in IMRF; second by Brian Verdun;

Absolute Security

Absolute Security was to provide a quote for cameras around town. No quote was received. Issue was tabled.

Public Forum

A resident came to express her concern about not having full time police patrol.

 

Miscellaneous New Business

Mention was made of the great job Village employees did of removing the tree stump on Wolf Street. Also, it was noted that DCM planted some flowers out at the Welcome to Odell sign.
