Council Room, Odell, Illinois, Monday December 11, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard, and Brian Mills

Staff Present: Iris Thorne, Mike Nabors

Village Attorney Present: Ed Legner

Guests Present: Adam Dontz

 

Pledge of Allegiance

Acting Mayor Mills led the Pledge of Allegiance.

 

Minutes of the November 13, 2017 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the November 13, 2017 Regular Board Meeting; second by Trustee Joan Bullard;

Yeas:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills – 6;

Nays:   None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report for the month ending November 30, 2017. Bank balances for the month ending November 30, 2017 are as follows:

Iris Thorne indicated that $ 132,173.88 in Odell Checking was trail grant reimbursement waiting to be used to pay the final trail construction invoice and $ 4,206.25 is what is left from the minimum amount borrowed on the newest clearwell loan.

 

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Brian Verdun;

Bills

Board Listing Report #972 ran on December 08, 2017 at 1:45pm representing all due bills for the Village due in December 2017, and Board Listing Report #973 ran on December 11, 2017 at 8:10am representing all due bills for Tourism due in December 2017 plus the list of payments due and paid between meetings totaling $ 10,593.17 and a bill received today from F/S for diesel fuel for the clearwell project for $ 1,299.48 were presented for payment.

 

Trustee Brian Mills moved to approve and pay all bills listed on the Board Listing Report #972 ran on December 08, 2017 at 1:45pm and Board Listing Report #973 ran on December 11, 2017 at 8:10am plus the list of payments due and paid between meetings totaling $ 10,593.17 and the F/S bill; second by Trustee Brian Verdun;

Police Report

Sgt. Gragert submitted the activity report for the month of November.  He also reserved the date of May 19, 2018 for the annual 5K run.

 

Public Forum:   Adam Dontz from The Greater Livingston County Economic Development Council provided the board with a packet of information on available grants and a list of businesses

the GLCEDC has assisted.

 

Committee Reports

Water & Sewer – Brian Mills reported that he has been in touch with Illinois American Water and invited them to a Special Board Meeting to answer questions the Board may have.  The Special Meeting is set for January 02, 2018 at 7:00pm

 

Police & Streets, Alleys – Trustee Brian Verdun reported that the culvert on the South Spur that is on Village Right of Way has not been cleaned out yet.

 

Finance Committee – Ed Legner reported that there would have to be an agreement with all the property owners along the ditch regarding the cleanup of the ditch. Ed will research the names of the property owners.

 

OLD BUSINESS:

 

Clearwell Litigation

Attorney Legner reported that depositions are still taking place.

 

Clearwell Liner Contract

Acting Mayor Mills reported that work on the clearwell is rapidly moving along.

 

Mediacom Ordinance

Attorney Legner explained that the Village is receiving 1% of Mediacom Basic Service. The Mediacom Ordinance is tabled until the January.

 

Mayor Absence Protocol

Trustee Joan Bullard proposed that the Mayor’s Absence Protocol be that in the Mayor’s absence the longest running board member in years of being a board member would step in for the Mayor; second by Brian Mills;

Collector Position

Acting Mayor Mills announced that the 2nd candidate offered the Collectors Position has declined.  The current Collector has agreed to remain until the end of the Fiscal Year.

 

Lift Station Generators

The Generators for the Lift Stations is tabled until further notice.

 

Miscellaneous Old Business

Acting Mayor Mills reported that the bases have been poured for the ball field lights.

 

NEW BUSINESS:

 

Ordinance Sexual Harassment in the Workplace

The Sexual Harassment in the Workplace Ordinance is tabled until January to allow the board to review Exhibit A.

 

Miscellaneous New Business

Acting Mayor Mills reported that the Village is taking part in Illinois’s Bicentennial Celebration by flying the Bicentennial Flag for one year starting December 5, 2017.

Trustee Lisa Lambert moved to adjourn at 8:42pm; second by Trustee Jamie Johnson;
