Council Room, Odell, Illinois, Tuesday December 17, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Terry Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, and Joan Bullard

Staff Present: Iris Thorne; Mike Nabors

Village Attorney Present: Nick Ehrgott

Guests Present: Sheriff Tony Childress, Alina Hartley

 

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present.

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the December 12, 2016 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the December 12, 2016 Regular Board Meeting as printed; second by Trustee Joan Bullard;

 

Approved by roll call vote:

Yeas: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard – 5;

Nays:  None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary. Bank balances for the month ending December 31, 2016 are as follows:

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Brian Verdun;

Bills

Board Listing Report #926 ran on January 17, 2017 at 8:35am representing all due bills for the Village for January 2017, and three invoices for Tourism – Frontier $13.35; Nicor $102.53 and Andrews $72.50 were presented for payment.

 

Trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report dated January 17, 2017 ran at 8:35am, list #926, and the three Tourism invoices; second by Trustee Brian Verdun;

Iris Thorne inquired if the board wanted to draw from our water repair loan or from the Illinois Funds to cover the invoice from Putnam County Painting for removal of the Clearwell liner. After discussion it was decided to use money from the Illinois Funds to cover the payment.

 

Police Report

No Police report was provided as no contract has been signed with the Livingston County Sheriff’s Department.

 

OLD BUSINESS:

 

Revision of Golf Cart/NEV Ordinance

The revision of the Golf Cart/NEV Ordinance is still pending. Issue is table until next month.

 

Clearwell Update

The Clearwell update is moved to Executive Session.

 

Ditch Cleaning Update

Ditch Cleaning was discussed after which Mayor Joyner stated that the Village workers will begin to work on cutting down the trees a section at a time. In addition, it was suggested to consult with our engineers on whether or not there is an EPA permissible chemical treatment to kill the tree stumps.

 

Police Contract

Sheriff Childress and Alina Hartley, Executive Director of the Livingston County Board, who presented a proposed police contract at our December Meeting presented the contract again with a few changes and with the approval of the Livingston County Board. Board members requested that they would like to be provided with a weekly log of hours that the deputy is patrolling in Odell. Sheriff Childress will check to see if a report of patrolled hours can be provided.

 

Trustee Joan Bullard moved to accept the proposed contract terms. On the advice of counsel the Police Contract was tabled until the next meeting. Trustee Joan Bullard withdrew her motion.

 

Miscellaneous Old Business

There was no Miscellaneous Old Business to discuss.

 

NEW BUSINESS:

 

Miscellaneous New Business

Trustee Mark Tissiere presented pictures of the various buildings in town that need repair and that could present danger to Village residents.

 

 

Executive Session – Litigation

 

Trustee Joan Bullard moved to exit Regular Session and enter into Executive Session at 8:09pm to discuss the Clearwell Litigation; second by Trustee Brian Verdun;

Regular Session Resumed

 

Trustee Brian Verdun moved to exit Executive Session and enter into Regular Session at 8:34pm; second by Trustee Mark Tissiere;
