Village of Odell – Superintendent

 

Job Summary  

 Appointed by the Village Council, and under the direction and management of the Mayor, this position coordinates and supervises operations of the Village owned utilities and properties. It is a full-time position with days of work Monday through Friday and evening and weekend work required as job duties demand. Residency is required within Odell Township within six months of start date. Employment is subject to background check, drug screening & physical.

 

 

Duties and Responsibilities

 Applies knowledge of water treatment processes and equipment to perform all regular and non-routine water system operations and maintenance, including lab and chemical work.

Performs all activities necessary to maintain the village’s water treatment facilities and distribution system including Village maintenance and waste water.

Twenty-four hour responsibility for effective operation of the Village water and sewer system. Monitors the operation of the water and sewer pumps. Coordinates preventative maintenance, trouble-shooting and repair activities. Participates in the submission of required reports in compliance with current rules and regulations. This to include but not limited to;

 

1) Monitors the performance of all equipment, gauges and charts in the assigned treatment plant and wells, maintains, operates, repairs, and replaces     equipment as necessary.

2) Shall order and maintain inventory on all parts, chemicals and other operating supplies.

3) Records statistical data concerning water treatment plant operations and maintains accurate records of analysis and test results; evaluates data and prepares reports.

4) Responsible for the collection of raw and treated water samples, identifies concentrations of chemical, physical, and biological characteristics of water as required in accordance with local, state, and federal requirements.

5) Shall keep informed of all rules and regulations and sample requirements set fourth by USEPA and IEPA.

6) Keep copies and mail in monthly reports to EPA.

7) Assures that water treatment plant operates within required standards.

8) Enforce Cross-Connection ordinance and maintain required IEPA records.

9) Operates and maintains wells, operates pumps and valves to control and adjust flow and treatment process.

10) Maintain, repair, and expand distribution system as needed, and shall issue boil orders as needed.

11) Install taps into the public water main.

12) Inspects, installs, and replaces meters as necessary, performs final reads at termination of service, reads water meters.

13) Responds to customer concerns regarding water quality and pressure, as necessary.

14) Performs appropriate maintenance of buildings and grounds at water treatment plant, tower, and wells.

 

Checks Village property daily for needed repairs, preventative maintenance and submits ideas for improvements/repairs to the Village Mayor and/or Council.

Grades Village roads, plows snow, mows, and cleans streets as needed.

Assists with the maintenance and operation of the Village’s sewer treatment plants, wastewater collection systems, streets, alleys and parks.

Serves as Village weed and mosquito control operator.

Operates and uses all Village motor vehicles and equipment.

Ensures safe work practices (self and employees) when performing work for the Village.

Develops work schedules for employees and participates in budget processes.

Participates in the hiring, evaluation and termination of department employees.

Attends all Village council meetings as deemed necessary by the Village Mayor and/or Council.

Performs other related duties as may be assigned from time to time.

 

Requirements of Work

  Graduation from a standard senior high school or GED equivalent

Two to four years of relevant work experience.

Working knowledge of equipment, facilities, materials, methods, and procedures used in water treatment plant maintenance and operation activities.

Consider knowledge of street and storm sewer maintenance and repairs.

Working knowledge of laboratory procedures and practices.

Skills associated in operation of the listed tools and equipment.

Ability to work safely.

Ability to communicate effectively both verbally and in writing.

Ability to establish and maintain effective working relationships with employees, other departments, and the public.

Ability to understand, give, and carryout written and oral instructions.

Ability to work regularly scheduled overtime, including weekends and holidays.

 

Special Requirements

Minimum certification as a Class A Water Treatment Operator.

Class 4 Waste Water Certification.

Public Applicators License with Right of Way & Mosquito Endorsement

Valid Illinois driver’s license

Valid CDL Class B with air brakes.

 

Tools and Equipment Used

 Motor vehicles, generators, pumps, gauges, common hand and power tools, shovels, wrenches, detection devices, and a variety of lab equipment.

While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee frequently works near moving mechanical parts and is routinely exposed to wet and/or humid conditions. The employee occasionally works in confined spaces, and/or high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, risk of electrical shock, and vibration. The employee frequently works with toxic or caustic chemicals.

The noise level in the work environment is usually moderate, but can be loud at time when operating equipment.

 

Travel

Travel is primarily local during the business day, although some travel out of the area and/or overnight may be expected.
