Official Minutes of the July 09, 2018 Regular Board Meeting

Village of Odell, Illinois

Council Room, Odell, Illinois, Monday July 09, 2018, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard, and Brian Mills

Staff Present: Iris Thorne, Ryan Biernat

Village Attorney Present: Ed Legner, Nick Ehrgott

Guests Present: Kevin Dowling – HBO representative; see sign in sheet

 

Pledge of Allegiance

Acting Mayor Mills led the Pledge of Allegiance

 

Public Forum:

Acting Mayor Mills accepted signed petitions requesting that the water and debt rate Amended Ordinance be reviewed by the board.  He stated that the meeting would begin with a public forum and invited members of the community attending to express their concerns, limiting each member to a 2 minute time slot, also indicating that the public forum was for discussion only and that no questions or actions would be taken tonight. Acting Mayor Mills informed the gathering that a Special Meeting would be scheduled to address the amended rates and to explain the process that the board used to determine the increase.

 

Minutes of the June 11, 2018 Regular Board Meeting

Trustee Jamie Johnson moved to approve the minutes of all three June 11, 2018 Board Meetings; second by Trustee Brian Verdun;

 

Approved by roll call vote:

Yeas:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard, and Brian Mills – 6;

Nays:   None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report for the month ending June 30, 2018. Bank balances for the month ending June 30, 2018 are as follows:

Iris Thorne also reported that $19,762.72, sitting in the “cash in all funds” Odell checking account, in the Trail Debt Fund, is reimbursement from the IDNR Trail Grant and will be used to pay the Trail invoices this month.

Board Listing Report #0 ran on July 09, 2018 at 10:20am representing all due bills for the Village due in July 2018, and Board Listing Report #01 ran on July 09, 2018 at 11:35am representing all due bills for Tourism due in July 2018, and Board Listing Report #02, ran at 12:00pm representing invoices for the Trail; plus the Between Meeting Paid Bill List and the PDC late invoice for $138.70 were presented for payment.

 

Trustee Jamie Johnson moved to approve the bills on Board Listing Report #0 ran on July 09, 2018 at 10:20am representing all due bills for the Village due in July 2018, and Board Listing Report #01 ran on July 09, 2018 at 11:35am representing all due bills for Tourism due in July 2018, and Board Listing Report #02, ran at 12:00pm representing invoices for the Trail; plus the Between Meeting Paid Bill List and the PDC late invoice for $138.70; second by Trustee Brian Verdun

Police Report

Brian Hoffmeyer was present to represent the Livingston County Sheriff’s Department.  Hoffmeyer reported that there were a total of 43 calls within the Village during the month of June. Hoffmeyer also reported that individuals have been charged with the spray painting incidents around town and are moving thru the court system now.

Acting Mayor Mills is still researching the train horn issue.

 

Clearwell Litigation Update

There are no further updates on the Clearwell Litigation

 

Gragert Property Donation

No further request or information has been received on the proposed Gragert Property Donation

 

Miscellaneous Old Business (discussion only)

Acting Mayor Mills stated that the Farmers Meter has been updated per the Amended Ordinance; the trash can complaint from the last meeting has been fixed; we have a tractor being repaired at Stollers; Materials for the Pavilions have been purchased, benches, tables, bike racks, trash cans have also been purchased for the Trail.

 

HBO – Kevin Dowling

Kevin Dowling gave a brief overview of the upcoming filming segment at the Standard Station to take place the first part of August.

 

NEW BUSINESS:

 

Appropriation Ordinance

Attorney Legner presented the 2018-2019 Appropriation Ordinance based on the estimated line item amounts from the working budget.

Prevailing Wage Ordinance

Attorney Legner presented the 2018-2019 Prevailing Wage Ordinance as determined by the Department of Labor for our locality.

 

Trustee Jamie Johnson moved to accept the 2018-2019 Prevailing Wage Ordinance; second by Trustee Joan Bullard;

Small Wireless Facilities Deployment Act

Attorney Legner explained that the Illinois Municipal League has developed a proposed Ordinance for the Small Wireless Facilities Deployment Act to be used by municipalities in Illinois to provide criteria, fees, etc… for providers using poles within the Village right of way.  Fees are set by State Statute.  The proposed Small Wireless Facilities Deployment Act must be adopted by the Village by August 1st in order to be effective.

 

Trustee Joan Bullard moved to adopt the Small Wireless Facilities Deployment Act; second by Trustee Brian Verdun;

Miscellaneous New Business (discussion only)

Acting Mayor Mills set the Special Water/Debt Rate Meeting for Monday July 23, 2018 at 6:00pm at the K of C Hall in Odell.  Notice will be in The Paper and posted at Village Hall.

 

Acting Mayor Mills received a request to check on a drainage issue on North Spencer St.
