Council Room, Odell, Illinois, Monday June 11, 2018, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard, and Brian Mills

Village Attorney Present: Ed Legner, Nick Ehrgott

Acting Mayor Mills led the Pledge of Allegiance.

Trustee Brian Verdun moved to approve the minutes of all three May, 2018 Board Meetings; second by Trustee Mark Tissiere;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report for the month ending May 31, 2018. Bank balances for the month ending May 31, 2018 are as follows:

Board Listing Report #995 ran on June 09, 2018 at 7:40am representing all due bills for the Village due in June 2018, and Board Listing Report #996 ran on June 09, 2018 at 8:30am representing all due bills for Tourism due in June 2018 plus the Between Meeting Paid Bill List.

 

Trustee Brian Verdun moved to approve the bills on Board Listing Report #995 ran on June 09, 2018 at 7:40am representing all due bills for the Village due in June 2018, and Board Listing Report #996 ran on June 09, 2018 at 8:30am representing all due bills for Tourism due in June 2018 plus the Between Meeting Paid Bill List; second by Trustee Joan Bullard;

Reimbursement from IDNR:

Trustee Brian Mills moved to retain the reimbursement of $19,762.72 due to the Village from IDNR for maintenance, trees, benches and pavilion materials for the Trail by holding it in the Trail Fund; second by Brian Verdun;

Trustee Jamie Johnson moved to purchase materials before the end of June 2018, to build two pavilions on the trail; second by Trustee Mark Tissiere;

Police Report

Brian Hoffmeyer was present to represent the Livingston County Sheriff’s Department.  Hoffmeyer reported that there were a total of 50 call within the Village during the month of May.  Mayor Mills requested that the patrol check for and fine any un-registered Golf Carts etc…operating in the Village.

Finance Committee – Mayor Mills requested that the finance committee update the employment policy

 

OLD BUSINESS:

 

Amendment to Water Ordinance

Discussion took place again on the amendment to the Water Ordinance.

 

Trustee Brian Mills moved to charge a flat rate of $ 10.92 per 1,000 gallons of water used. The rate shall increase automatically by 3% each January 1st, commencing January 1, 2019; and a debt charge in the amount of $ 25.00 per utility billing cycle shall be charged. The debt charge will be reviewed by the Board of Trustees at the January 2019 Board Meeting and the January Board Meeting every year after;  second by Trustee Joan Bullard;

Planning Commission Recommendation

The Planning Commission recommended that the Board rezone 102 S West St to C1 District.

 

Trustee Brian Verdun moved to accept the Planning Commission’s recommendation; second by Trustee Joan Bullard;

Train Horn

Mayor Mills reported that he will need to investigate further the steps to request that the train no longer blow their horns going thru town.  Issue tabled.

 

Lot Subdivision – Tony Noonan

Attorney Ed Legner confirmed that there is no approval required on the request from Tony Noonan to subdivide his lot according to our Subdivision Ordinance.  Tony will be advised.

 

Clearwell Update

There are no further updates on the Clearwell Litigation

 

Miscellaneous Old Business (discussion only)

Mills noted that he is still following up on all outstanding issues that have been brought to the board for discussion in the past months.

 

NEW BUSINESS:

Working Budget

The Working Budget was reviewed. No action required at this time.

Gragert Property Donation

There is no further information on the requested donation.  Issue is tabled for further research.

 

Spray Patch Proposal

Trustee Brian Verdun moved to accept the Spray Patch Proposal submitted by Ace In The Hole; second by Trustee Brian Mills;

Miscellaneous New Business (discussion only)

Ryan Biernat reported on issues at the Sewer Plant. Ryan also reported that he will be starting wastewater classes soon.
