Official Minutes of the May 08, 2017 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday May 08, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Terry Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Joan Bullard and Brian Mills; Mark Tissiere at 7:50pm

Staff Present: Iris Thorne, Mike Nabors, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Officer Brian Hoffmeyer

 

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present.

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Newly elected officials were given the Oath of Office as follows:  Mayor Terry Joyner; Clerk Iris Thorne and board members Lisa Lambert and Joan Bullard

 

Minutes of the April 10, 2017 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the April 10, 2017 Regular Board Meeting as printed; second by Trustee Brian Mills;

 

Approved by roll call vote:

Yeas:  Brian Verdun, Lisa Lambert, Joan Bullard, Brian Mills – 4;

Nays:  None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and MTD Treasurers Report for the month ending April 30, 2017. Bank balances for the month ending April 30, 2017 are as follows:

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Joan Bullard;

Bills

Board Listing Report #941 ran on May 08, 2017 at 2:12pm representing all due bills for the Village due in May 2017, and Listing Report #942 ran on May 08, 2017 at 2:40pm representing all due bills for Tourism due in May 2017 plus one late bill from Lovell Excavating for $ 400.00.

 

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report #941, dated May 08, 2017, ran at 2:12pm, and Board Listing Report #942, dated May 08, 2017, ran at 2:40pm plus the bill from Lovell Excavating for $400.00; second by Trustee Brian Mills;

A motion was made by Brian Verdun to approve the first Tourism loan draw in the amount of

$ 67,898.02 to pay Eppel Construction for the Biking/Walking Trail work; second by Joan Bullard;

Police Report

There is a police report, but no police representative present.  Discussion took place about canceling the contract due to some dissatisfaction with the patrol.

 

OLD BUSINESS:

 

Clearwell Update

Ed Legner informed the board that there are two depositions scheduled in June with defendants in the Clearwell Case.

 

In another matter Ed explained that the State has approved the modification of our $25,000 DCEO Grant to be used to reimburse the Village for their payment to Putnam County Painting for the removal of the clearwell liner.

 

A motion was made by Trustee Brian Mills to move Grant funds from the Grant Proceeds Fund, fund number 31, to the Water Fund, fund number 51, in order to reimburse the Village for the payment to Putnam County Painting; second by Trustee Brian Verdun;

Miscellaneous Old Business

Mayor Joyner noted that a few residents had been sent letters pertaining to their dogs running free and not on a leash.

 

A board member had a complaint about a golf cart that is not registered.  A notice is to be sent out to that resident.

 

Attorney Legner updated the board on the complaint that was filed against the owners of the building on Wauponsie St.  He has heard from their attorney and they are asking for an extension of 30 days to finish the repair of the roof. Attorney Legner has request that they put this request in writing.

 

Public Forum

Officer Hoffmeyer updated the board on the progress of the 5K run that is to be held in Odell on May 20, 2017.  He will touch base with maintenance closer to the date of the race.

 

 

NEW BUSINESS:

 

Committee Assignment

Mayor Joyner announced that Committee’s will remain the same for the fiscal year 2017-2018.

 

Bid Acceptance for Seal Coat

Mayor Joyner presented the low bid for this year’s seal coat.

 

Trustee Brian Verdun moved to accept the proposal of Steffen’s 3D Construction for MFT seal coat work (Operation #3 & #4) for the Village of Odell – 2017 MFT Street Work, at their low bid price of $20,729.80, and using unit prices as bid and actual quantities utilized to determine the final project cost; second by Brian Mills;

Miscellaneous New Business

Mike Nabors reported that street signs have been ordered.  Mayor Joyner informed the board that lift station #1 needs some repairs that he has authorized.  The cost will be around $ 14,000.

 

Trustee Mark Tissiere was given the Oath of Office by Mayor Joyner.

 

Trustee Lisa Lambert moved to adjourn at 7:55pm; second by Trustee Brian Verdun;
