Council Room, Odell, Illinois, Monday December 11, 2023 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, David Thorne, Randy Pagel, Steve Verdun, Tom Russell and Josh Osborne

Staff Present: Iris Thorne, Jim Rebholz

Village Attorney Present: Nick Ehrgott

Minutes of the November 13, 2023 Regular Board Meeting

Trustee Brian Verdun moved to approve the Minutes of the November 13, 2023 Regular Board Meeting; second by Trustee David Thorne;

Yeas:  Brian Verdun, David Thorne, Randy Pagel, Steve Verdun, Tom Russell and Josh Osborne– 6;

Nays:   None

 

Treasurer’s Report

Treasurer Jim Rebholz was in attendance. The November, 2023 Treasurer’s Report and YTD Fund Summary was presented to the Board for approval.  Reconciled balances for the month ending November 30, 2023 are as follows:

Monthly Bills

Board Listing Report #222 ran on December 11, 2023 at 2:20pm representing all bills for the Village due in December; and the between Meeting Paid Bill List for December for $4,347.72 were presented for payment approval.

Water & Sewer – Trustee Tom Russell reported the status of water and sewer accounts.  A recommendation for future rates will be presented as an amendment to the water and sewer ordinances at the January meeting

Lawn Mower Bids

Lawn mower bids were presented as follows:

Hustler Commercial X-One:

Stoller                                                  $ 10,490.00

Quality Truck                                      $ 10,498.00

Toro 4000 Series #74055:

Nord Outdoor Power Corp                 $ 11,700.00

 

Trustee Brian Verdun moved to purchase the Hustler Commercial X-One for $ 10,490.00 From Stoller; second by Trustee Josh Osborne;

Fiber Ordinance

Attorney Nick Ehrgott recommended the Board consider amending the Fiber Ordinance approved in November to include charges for linear feet.  An amendment to the Ordinance will be presented at next month’s Board Meeting.

 

Illinois Paid Leave Act

Trustee Brian Verdun moved to adopt the Ordinance Regarding The Illinois Paid Leave For All Workers Act; second by Trustee Tom Russell;

Updated Employee Policy

A Resolution to the Village of Odell’s Employee Policy, regarding paid time off for part-time employees at the rate of .025 paid time off hours for every hour worked, was presented to the board.

 

Trustee Tom Russell moved to approve the Resolution to Adopt The New Employment Policy; second by Trustee Brian Verdun;

Miscellaneous New Business (discussion only)

Mayor Mills proposed that the Village should consider installing a fire alarm system.  The issue will be researched.

 

 

Trustee David Thorne moved to adjourn at 7:46pm; second by Trustee Steve Verdun;
