Council Room, Odell, Illinois, Monday June 10, 2019, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, Jamie McPeek, Mark Tissiere, Tom Russell

Minutes of the May 13, 2019 Regular Board Meetings
Trustee Jamie McPeek moved to approve the minutes from the May 13, 2019 Regular Board Meeting; second by Trustee Brian Verdun;

Treasurer’s Report
Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report of bank account balances for the month ending May 31, 2019 as follows:

Iris Thorne also reported that $ 4,605.74, money collected from the water debt fee through Utility Billing, was paid on Water Loan #1 principal.
Trustee Brian Verdun moved to accept the Treasurers Report for the month ending May 31, 2019; second by Trustee Mark Tissiere;

Board Listing Report #44 ran on June 07, 2019 at 4:24pm representing all due bills for the Village due in June 2019, and Board Listing Report #45 ran on June 07, 2019 at 5:45pm representing all due bills for Tourism due in June 2019 and the between Meeting Paid Bill List, plus two late bills, one for $1,045.00 from Jet Vac and a Tourism bill from Realtime for $488.45.

New Employment Policy Resolution
Attorney Legner provided the revised Employment Policy Resolution. Trustee Jamie McPeek moved to approve the revised Employment Policy Resolution; second by Trustee Brian Verdun;

Employee Expense Reimbursement Policy
Attorney Legner presented the updated Employee Expense Reimbursement Policy. Trustee Tom Russell moved to accept the Employee Expense Reimbursement Policy; second by Trustee Brian Verdun;

Solicitors Registration Ordinance
Attorney Legner advised that revisions to the Solicitors Registration Ordinance have been made. Solicitors Registration Ordinance is tabled for further revisions.
Garbage Contract
The Garbage Contract is not to be signed tonight due to unclear provisions that our Attorneys will work out with Jim Pozzi and Republic’s Attorneys. Republic is requesting signature by the end of June 2019.
Public Improvements
Mayor Mills explained that the Village is researching the cause and possible remedy to the water overflow on Spencer and West St.
Resolution to convert the Water Reserve Acct to a Money Market Account
Attorney Legner has prepared a Resolution to authorize the transfer of funds in the Village’s Water Reserve Account into a Money Market Account. Trustee Jamie McPeek moved to approved the Resolution to transfer funds in the Water Reserve Account to a Money Market Account; second by Trustee Brian Verdun;

Miscellaneous Old Business (discussion only)
Mayor Mills informed the Board that there have been responses from the Junk car letters that were sent out and that one is in the process of beginning court proceedings.
Mayor Mills requested Jerry Bolen come forward. Mr. Bolen explained that he is working on repairing his building on South Front St. He was given until August to finish repairing the building, at which time our Building Inspector will inspect the building.
A complaint will be filed in court in regards to the building adjacent to Mr. Bolen’s building.
NEW BUSINESS:
Portion of East High Street Vacation
Attorney Legner will conduct further research with the Assessor’s office on the portion of East High Street that should be vacated.
Working Budget
The Board has reviewed the working budget for the Fiscal Year 2020 and agreed that the Appropriation can be prepared accordingly and presented in July.
