Village of Odell, Illinois

Council Room, Odell, Illinois, Monday March 12, 2018, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, and Brian Mills

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner, Nick Ehrgott

Guests Present: Chuck Woodworth

 

Pledge of Allegiance

Acting Mayor Mills led the Pledge of Allegiance.

 

Minutes of the February 12, 2017 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the February 12, 2018 Regular Board Meeting; second by Trustee Mark Tissiere;

Yeas:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, and Brian Mills – 5;

Nays:   None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report for the month ending February 28, 2018. Bank balances for the month ending February 28, 2018 are as follows:

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Brian Mills;

Board Listing Report #981 ran on March 11, 2018 at 11:44am representing all due bills for the Village due in March 2018, and Board Listing Report #982 ran on March 11, 2018 at 12:04pm representing all due bills for Tourism due in March 2018 plus the list of payments due and paid between meetings totaling $ 113,915.11 were presented for payment.

 

Trustee Mark Tissiere moved to pay the bills on Board Listing Report #981 ran on March 11, 2018 at 11:44am representing all due bills for the Village due in March 2018, and Board Listing Report #982 ran on March 11, 2018 at 12:04pm representing all due bills for Tourism due in March 2018 plus the list of payments due and paid between meetings totaling $ 113,915.11; second by Trustee Brian Verdun;

 

Police Report

Sgt. Mitchell introduced Deputy Brewer, who patrols this side of the county and gave a brief review of Odell Police activity for last month.

 

Committee Reports

Water & Sewer – Mayor Mills would like the Committee members to review the IRWA study

 

Police & Streets, Alleys – Mark Tissiere reported that Lovell’s has a small vacuum that will

clean out culverts

 

Finance Committee – The property owners along the ditch will be sent a certified letter notifying them of a date to meet with them in regards to the cleaning of the ditch

 

OLD BUSINESS:

 

Clearwell Litigation

Clearwell Litigation is moved to Executive Session

 

Illinois American Water

The request for proposal from Illinois American Water is tabled

 

Personnel Supervisor

Personnel Supervisor Position is moved to Executive Session

 

Miscellaneous Old Business

There is no Miscellaneous Old Business to report.

 

NEW BUSINESS:

 

Illinois Rural Water

Chuck Woodworth from IRWA has completed a rate study on the Village’s sewer and water rates and presented the results to the board.  A question and answer session followed.  No action taken at this time.

 

Appointment of Building Inspector

Mayor Mills motioned to appoint Gary Wykes as Building inspector; second by Trustee Jamie Johnson;

Nays:   None

 

Engineer for Fiscal Year

At the present time the Village will retain their current Engineering Firm.

 

E-Disposal

Mayor Mills reported that we are still looking into options for having an e-disposal day.

 

New Address Howard St.

Trustee Mark Tissiere moved to assign 409 E Howard Street to the lot for a proposed new house; second by Trustee Brian Verdun;

Miscellaneous New Business

Mayor Mills notified the Board that he has hired Jennifer Leenders part-time to take over some of the Collectors duties.

 

 

Executive Session – Clearwell Litigation

Trustee Brian Verdun moved to exit Regular Session and enter into Executive Session to discuss Clearwell Litigation issues at 7:47pm; second by Trustee Mark Tissiere;

Trustee Jamie Johnson moved to exit Executive Session and re-enter Regular Session at 7:52pm; second by Trustee Brian Mills;

Discussion was held as to what property/equipment does the Village want to be included in the American Water Proposal.
