Council Room, Odell, Illinois, Monday November 11, 2024 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding, and with proper notice having been posted.

Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, David Thorne, Randy Pagel, Tom Russell, and Josh Osborne
Staff Present: Iris Thorne, Clerk, Jim Rebholz, Treasurer
Village Attorney Present: Nick Ehrgott
Guests Present: Don Emberling, Mr. and Mrs. Muller

Minutes of October 14, 2024 Regular Board Meeting
Trustee Brian Verdun moved to approve the October 14, 2024 Regular Board Meeting Minutes; second by Trustee Tom Russell;

Yeas: Brian Verdun, David Thorne, Randy Pagel, Tom Russell, and Josh Osborne – 5;
Nays: None

Treasurer’s Report
The Treasurer’s report of Bank Ending Balances and the Fund Summary for the month ending October 31, 2024 are present for review and approval. Treasurer Jim Rebholz stated bank ending balances as of October 31, 2024 are as follows:

Trustee Brian Verdun moved to approve the October Treasurer’s Report second by Trustee Randy Pagel;

Board Listing Report #257 ran on November 11, 2024 at 9:04am representing all bills for the Village due in November; Board Listing Report #258 ran on November 11, 2024 at 9:53am representing all bills for Tourism due in November and the between Meeting Paid Bill List for November for $6,175.11 was presented for payment approval.

Trustee Brian Verdun moved to approve Board Listing Report #257 ran on November 11, 2024 at 9:04am representing all bills for the Village due in November; Board Listing Report #258 ran on November 11, 2024 at 9:53am representing all bills for Tourism due in November and the between Meeting Paid Bill List for November for $6,175.11; second by Trustee Josh Osborne;

Police Report
No representative is present from the Livingston County Sheriff’s Department. The Board reviewed the Police Activity Report for the month October.

OLD BUSINESS:

Tax Levy Ordinance F/Y 2024-2025
The Tax Levy Ordinance presented for Board review in October is ready for Board Approval. Trustee Brian Verdun moved to approve the Tax Levy Ordinance for F/Y 2024-2025; second by Trustee David Thorne;

Approved by roll call vote:
Yeas: Brian Verdun, David Thorne, Randy Pagel, Tom Russell, and Josh Osborne – 5;
Nays: None

Fiber Permit Request
MCC Network Services, LLC dba Metro Comm provided a “Right of way permit application” for the board to review. Fiber Permit Request is tabled until a Company Representative can appear.

Miscellaneous Old Business

 

NEW BUSINESS:

Permit Review – East Prairie Street
Permit issued to Mark Hilleary regarding proposed road and subdivision on East Prairie St. has expired. Attorney Ehrgott will send Mr. Hilleary a letter requesting his presence at the December Board Meeting.

Building Inspector Position
Mayor Mills reported to the board that Gary Wykes is going to resign as building inspector. He has not submitted a formal resignation. Mayor Mills recommends Joe Bolen for the position.

Appointment of Interim Village President
Mayor Mills stated that upon the completion of the sale of his house he will be submitting his formal resignation.

Trustee Brian Verdun moved to appoint Josh Osborne as Interim Village President when Mayor Mills submits his formal resignation; second by Trustee Tom Russell;

Nays: None
Abstain: Josh Osborne

Trustee David Thorne moved to adjourn at 7:40pm; second by Trustee Randy Pagel;
