Front Street, with Mayor Noonan presiding and with proper notice having been posted.<\/p>\n <\/p>\n Roll Call<\/span><\/b><\/p>\n Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, and Herman Fearman<\/p>\n Staff Present: Iris Thorne, Rich Ribordy<\/p>\n Village Attorney Present: Ed Legner<\/p>\n Guests Present:\u00a0 Randy Wittenberg, Marty Fannin, Patrick Doggett, Mike Friend<\/p>\n Mayor Tony Noonan called the meeting to order at 7:00pm., at which time a majority of a quorum was present<\/p>\n \u00a0<\/span><\/b><\/p>\n Pledge of Allegiance<\/span><\/b><\/p>\n Mayor Tony Noonan led the Pledge of Allegiance.<\/p>\n <\/p>\n Minutes of the February 11, 2013 Regular Board Meeting <\/span><\/b><\/p>\n After review of the minutes Trustee Brian Verdun moved to approve the minutes of the February 11, 2013 Regular Board Meeting as printed; second by Trustee Herman Fearman;<\/p>\n <\/p>\n Approved by roll call vote:<\/p>\n Yeas:\u00a0 Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, Herman Fearman \u2013 5;<\/p>\n Nays:\u00a0\u00a0 None<\/p>\n <\/p>\n Minutes of the March 07, 2013 Special Board Meeting <\/span><\/b><\/p>\n After review of the minutes Trustee Brian Mills moved to approve the minutes of the March 07, 2013 Special Board Meeting as printed; second by Trustee Brian Verdun;<\/p>\n <\/p>\n Approved by roll call vote:<\/p>\n Yeas:\u00a0 Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, Herman Fearman \u2013 5;<\/p>\n Nays:\u00a0\u00a0 None<\/p>\n <\/p>\n Treasurer\u2019s Report<\/span><\/b><\/p>\n The Treasurer has supplied copies of an YTD Fund Summary and a MTD Treasurer\u2019s Report.\u00a0 Bank balances for the month ending February 28, 2013 are as follows:<\/p>\n <\/p>\n \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 $\u00a0\u00a0 73,544.64<\/p>\n<\/td>\n<\/tr>\n \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0$\u00a0 158,751.56<\/p>\n<\/td>\n<\/tr>\n \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 $\u00a0\u00a0 91,380.40<\/p>\n<\/td>\n<\/tr>\n \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0$ \u00a0222,827.22<\/p>\n<\/td>\n<\/tr>\n <\/p>\n Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Brian Verdun;<\/p>\n <\/p>\n Approved by roll call vote:<\/p>\n Yeas:\u00a0 Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, Herman Fearman \u2013 5;<\/p>\n Nays:\u00a0\u00a0 None<\/p>\n \u00a0<\/span><\/b><\/p>\n Bills<\/span><\/b><\/p>\n Board Listing Report #722 ran at 12:40 PM on 03\/11\/13 representing all due bills for the Village for March 2013 was presented for payment approval.<\/p>\n <\/p>\n Trustee Matt Weaver moved to approve and pay all bills on the Board Listing Report dated March 11, 2013 ran at 12:40 PM, list #722; second by Trustee Brian Verdun;<\/p>\n <\/p>\n Approved by roll call vote:<\/p>\n Yeas:\u00a0 Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, Herman Fearman \u2013 5;<\/p>\n Nays:\u00a0\u00a0 None<\/p>\n <\/p>\n Mayor Noonan presented the loan draw authorization for $ 281.00 to cover this month\u2019s water project invoices.<\/p>\n <\/p>\n Trustee Jamie Johnson moved to approve the loan draw authorization for $ 281.00; second by Brian Mills;<\/p>\n <\/p>\n Approved by roll call vote:<\/p>\n Yeas:\u00a0 Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, Herman Fearman \u2013 5;<\/p>\n Nays:\u00a0\u00a0 None<\/p>\n <\/p>\n Police Report<\/span><\/b><\/p>\n There was not a representative from the Livingston County Sheriff\u2019s Department present.\u00a0 The police report was requested by e-mail on March 7, 2013, but no response was received.<\/p>\n \u00a0<\/span><\/b><\/p>\n OLD BUSINESS:<\/span><\/b><\/p>\n <\/p>\n Clearwell \u2013 Mike Friend<\/span><\/b><\/i><\/p>\n Mayor Noonan invited Mike Friend from Andrews Engineering to speak to the board in reference to the leakage of the Clearwell liner since the installation. Mike briefly explained all the testing that has been done to date on the Clearwell liner.<\/p>\n <\/p>\n Mike explained that we need to quantify the amount of water outside of the liner by draining the tank, removing any water behind the liner, let it sit for 48 hours, fill the tank and let it sit for 48 hours, and then measure the quantity of water outside of the tank.<\/p>\n <\/p>\n The consensus of the board is to move forward as voted on March 07, 2013 at the Special Board Meeting.<\/p>\n <\/p>\n <\/p>\n <\/p>\n \u00a0<\/span><\/b><\/p>\n Police Contract<\/span><\/b><\/i><\/p>\n Mayor Noonan invited Randy Wittenberg and Marty Fannin, representing the Livingston County Jail and License Committee, to address the board. Mayor Noonan explained that the current contract offer of $ 32,500.00 for 20 hours of non-guaranteed patrol, i.e.\u2026\u2026no replacements for vacations; illness; training; emergencies; special assignments, etc\u2026is not acceptable.
