Council Room, Odell, Illinois, Monday July 11, 2016, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard, and Brian Mills

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell; Gary Wykes;

 

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the June 13, 2016 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the June 13, 2016 Regular Board Meeting as printed; second by Trustee Joan Bullard;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending June 30, 2016 are as follows:

Bills

Board Listing Report #896 ran on 07/11/16 at 1:15PM representing all due bills for the Village for July, 2016, and Board Listing Report #897 ran on 07/11/16 at 1:55PM representing all due bills for Tourism for July 2016 were presented for payment approval plus the additional bill from Rieger Motors.

 

Trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report dated July 11, 2016 ran at 1:15PM, list #896, and Board Listing Report dated July 11, 2016 ran at 1:55PM, list #897 plus the additional bill from Rieger Motors; second by Trustee Brian Mills;

Police Report

The Police Activity in Odell for the month of June was a total of 70 calls; 4 warnings; and 1 citation.

 

OLD BUSINESS:

 

Route 66 Project Bids

There was a temporary fix to the State Budget on June 30, 2016. Ed Legner will check with Paul Brown on whether the Village could start work on the Route 66 Trail Project. No action was taken on the Route 66 Project..

 

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

 

Follow – up – status of cleanup of property 109-111 N. Front St

Mayor Joyner indicated that he has had regular updates on the cleanup of this property.

Clearwell Update

Ed Legner reported that Farnsworth is working on bid documents for the removal of the current Clearwell liner. After board approval, Ed will prepare court documents to allow the removal of the Clearwell liner.

 

Zoning Board Recommendation – Carport Issue

The Zoning Board of Appeals has recommended that the Village allow the setback variance for the Carport requested by Nathan and Patty Fox.

 

Trustee Brian Mills moved to accept the Zoning Boards recommendation to allow the setback variance request of Nathan and Patty Fox; second by Joan Bullard;

Yeas: Brian Verdun, Lisa Lambert, Jamie Johnson, Joan Bullard; Brian Mills – 5;

Nays:   None

Abstain: Mark Tissiere – 1;

 

Miscellaneous Old Business

Mayor Joyner complimented DCM Landscaping on the flower pots they provided for Odell Days. Gary Wykes presented a proposal for lights at the ball field. Six (6) lights with 60’ steel posts for a total cost of around $ 14,300 plus some electrical expense. Gary will obtain further information for the next board meeting.

 

NEW BUSINESS:

Fiscal Year 2016 – 2017 Appropriation

Trustee Brian Mills moved to approve the Appropriation for the fiscal year 2016 – 2017; second by Trustee Brian Verdun;

Nays:   None

Mayor Joyner announced that in the future new employees will not be issued Village cell phones.

 

Prevailing Wage

Trustee Jamie Johnson moved to approve the Prevailing Wage Ordinance; second by Brian Mills;

Nays:   None

Damaged Fire Hydrant

The damaged fire hydrant has been repaired and the Village will be compensated for the repair as soon as a release is signed.

 

Trustee Jamie Johnson moved to sign the release for the repair of the fire hydrant; second by Joan Bullard;

Police Contract

To date the Village has not received any proposal from the County for part-time police patrol.

Miscellaneous New Business

Trustee Brian Mills requested the Village looked into allowing other types of NEVs on Village streets. The issue was referred to our Village Attorney.
