Council Room, Odell, Illinois, Monday Oct 10, 2016, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Lisa Lambert, Mark Tissiere, Joan Bullard and Brian Mills at 7:06pm.

Village Attorney Present: Ed Legner; Nick Ehrgott

Guests Present: Myrna McCabe; Betty & Pete Petropoul; Teri Rakes; Cheryl Hertz; Rick Phillips

 

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present.

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the September 12, 2016 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the September 12, 2016 Regular Board Meeting as printed; second by Trustee Joan Bullard;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending September 30, 2016 are as follows:

Bills

Board Listing Report #911 ran on October 10, 2016 at 9:45AM representing all due bills for the Village for October 2016, and Board Listing Report #912 ran on October 10, 2017 at 10:35AM representing all due bills for Tourism for October 2016 were presented for payment.

 

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report dated October 10, 2016 ran at 9:45AM, list #911, and Board Listing Report dated October 10, 2016 ran at 10:35AM, list #912; second by Trustee Lisa Lambert;

Police Report

Sgt. Mitchell from Livingston County Police Department presented a Police Activity Report for the month of September. There were 30 calls within the Village, 1 arrest, 1 accident investigation, 3 warnings issued and 2 dog calls received.

 

OLD BUSINESS:

 

Amendment to the Water Ordinance

Trustee Brian Verdun moved to adopt the amendment to the Water Ordinance rates; seconded by Trustee Brian Mills;

Revision of NEV/Golf Cart Ordinance

Ed Legner advised that the Nev/Golf Cart revision is still pending. Issue is tabled at this time.

 

Wolf Street Property

Myrna McCabe has property at 104 N. Wolf St in Odell that she would like to gift to the Village. Myrna was advised by Ed Legner, Village Attorney, that she would need to seek advice from her attorney on how proceed.

 

Clearwell Update

The Clearwell Issue is moved to executive session.

 

Miscellaneous Old Business

Mayor Joyner informed the board that the lights for the ball park arrived last week. Mark Tissiere obtained an estimated from Robert Shay on the ditch cleaning discussed last month to be between $25,000 to $30,000.

 

NEW BUSINESS:

 

2015-2016 Financial Audit

Rick Phillips, Village Accountant, presented the financial audit for the 2015-2016 fiscal year. On a question about the allocation of payroll he advised the Village that a time study could be conducted to obtain a clear picture of the time employees spend in each department to determine the percentage of payroll to come out of each fund. He also confirmed that money from the General Fund can be transferred to the funds that are showing a deficit.

 

Trustee Brian Verdun moved to approve the financial audit for fiscal year 2015 – 2016; second by Trustee Brian Mills;

Tax Levy

The Tax Levy for the year 2016 was presented. Ed Legner explained that the money for this year was added to the IMRF line item.

Auditor for 2016-2017

Trustee Brian Verdun moved to retain Rick Phillips for our auditor for the fiscal year 2016-2017; second by Trustee Brian Mills;

Miscellaneous New Business

Mayor Joyner announced that trick or treat hours will be held for 4:30 to 7:00pm. He also would like to purchase a generator to run the lift station; a Gator and 80 gallon tank to spray weeds; and a forklift to unload chemicals. He will research prices and get back to the board. It was suggested that a governmental lease might be more reasonable to consider on the Gator.

 

Ed Legner indicated that he has received a call from Cypress Creek inquiring if our Ag Zoning allowed Solar Farms. Our Ag Zoning does not have any provision for Solar Farms.

 

Enforcing the truck route was discussed.
