Council Room, Odell, Illinois, Monday April 11, 2022 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Trisha Biernat, Emily Gall, Randy Pagel, Rodney Morris, and Tom Russell

Staff Present: Iris Thorne

Village Attorney Present: Nick Ehrgott

Guests Present: Don Emberling, David Thorne, Dep Ryan Bohm

Minutes of the March 14, 2022 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the March 14, 2022 Regular Board Meeting; second by Trustee Trisha Biernat;

Treasurer’s Report

Treasurer Jim Rebholz was not in attendance.  Board packets contained the Treasurer’s Report and the Year-to-date Fund Summary for the month ending March 31, 2022. Account balances are as follows:

Board Listing Report #162 ran on April 11, 2022 at 2:04pm representing all bills for the Village due in April; and Board Listing Report #163 ran on April 11, 2022 at 2:15pm representing all bills for Tourism due in April; and the between Meeting Paid Bill List for $8,839.89.

 

Trustee Brian Verdun moved to approve Board Listing Report #162 ran on April 11, 2022 at 2:04pm representing all bills for the Village due in April; and Board Listing Report #163 ran on April 11, 2022 at 2:15pm representing all bills for Tourism due in April, and the between Meeting Paid Bill List for $8,839.89; second by Trustee Trisha Biernat;

Police Report

Sgt. Bunting from the Livingston County Sheriff’s Office presented the March Police Activity Report. Speeding on Prairie Street was noted.

OLD BUSINESS:

 

Recommendation Of Planning Commission

The Planning Commission met on March 21, 2022 to consider a Petition for Variance regarding the possession of two small mini horses at 401 E. Prairie St. The Planning Commission’s recommendation is that the Village decline the motion.

 

Trustee Brian Verdun moved to accept the Planning Commission’s recommendation to DECLINE the Petition for Variance regarding the possession of two small mini horses; second by Trustee Emily Gall;

Request for Chickens

Mayor Mills appointed a committee to study other town Ordinances and prepare a proposal of rules and regulations regarding the allowance of chickens within the city limits.  Issue tabled at this time.

 

 

Intergovernmental Agreement with Dwight Regarding Neighbor Vehicles

Trustee Rodney Morris moved to accept the Intergovernmental Agreement with Dwight Regarding Neighbor Vehicles; seconded by Trustee Randy Pagel;

Miscellaneous Old Business

Mayor Mills noted that there has been no further cleanup at 109 N. Front St.

Trustee Emily Gall moved to enter executive session at 7:51pm to discuss Personnel Salary and Benefits; second by Trustee Rodney Morris;

Executive Session

 

Trustee Randy Pagel moved to exit Executive Session at 8:14pm; second by Trustee Rodney Morris;

Regular Session

 

Trustee Brian Verdun moved to give the 3 full-time employees a 6% raise as of May 1, 2022; second by Trustee Tom Russell;
