Council Room, Odell, Illinois, Monday Nov. 14, 2016, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee Members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills
Staff Present: Iris Thorne; Mike Nabors
Village Attorney Present: Ed Legner
Guests Present: Sgt. Bunting; Officer Hoffmeyer
Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present.

Minutes of the October 10, 2016 Regular Board Meeting

Minutes of the October 27, 2016 Special Board Meeting
Trustee Brian Verdun moved to approve the minutes of the October 27, 2016 Special Board Meeting as printed; second by Trustee Mark Tissiere;

Treasurer’s Report
Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending October 31, 2016 are as follows:

Bills
Board Listing Report #915 ran on November 11, 2016 at 12:50PM representing all due bills for the Village for November 2016, and Board Listing Report #916 ran on November 11, 2016 at 1:20PM representing all due bills for Tourism for November 2016 were presented for payment, plus three additional bills not listed as follows: RLI Insurance 75.00; Mug-A-Bug 135.00 and Tucker 361.00.
Mayor Joyner explained the Village’s need for the gator purchase. After discussion of the purchase, trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report dated November 11, 2016 ran at 12:50PM, list #915, and Board Listing Report dated November 11, 2016 ran at 1:20PM, list #916, plus the three additional bills; second by Trustee Joan Bullard;

Police Report
Sgt. Bunting from Livingston County Police Department presented a Police Activity Report for the month of October. There were 41 calls within the Village and 2 citations issued.
OLD BUSINESS:
Revision of NEV/Golf Cart Ordinance
Ed Legner has prepared a draft of an amendment to the Golf Cart Ordinance, as discussed in earlier meetings, to add non highway recreational vehicles, so as to permit certain other low speed vehicles to be operated on Village streets. As per discussion, Ed will further revise the amendment. The amendment to the Golf Cart Ordinance is tabled.
Public Forum
Officer Hoffmeyer stated that the Police Lodge would like to hold their 3rd Annual 5K in Odell on May 20, 2017 at 9:00AM.
Trustee Jamie Johnson moved that Odell accept the Police Lodge’s 5K run again on May 20, 2017 at 9:00AM; second by Trustee Mark Tissiere;

Clearwell Update
Ed confirmed that bid letting for the removal of the Clearwell liner will take place this coming Wednesday, November 16, 2016 at 11:30am.
Tree Replacement
Trustee Jamie Johnson moved to replace 10 trees this year including the one replaced on Vermillion St and the ones to be replaced in the downtown area at the cost of 250.00 a tree which for 10 trees will be 2500.00; second by Trustee Brian Mills;

Miscellaneous Old Business
On the ditch cleaning discussed in previous meetings, a motion was made by Trustee Jamie Johnson to call Village Engineers to examine the ditch and put the cleaning out for bid; second by Trustee Brian Mills;

Mayor Joyner informed the board that Eppel will not be able to complete the work on The Route
66 Trail Project this year.
NEW BUSINESS:
C-2 Zoning & Outside Storage
The Village has received a couple of complaints about a camper parked outside of the U-Lock, U-Store building on Prairie Street. Ed Legner explained that in 1992 the Zoning Ordinance was amended to allow enclosed U-Lock, U-Store facilities in C-1 and C-2 Zoning. Mayor Joyner will contact the owner of the facility to find out if the camper belongs to the owner of the property, or if the property is being leased as outside storage.
Miscellaneous New Business
Mayor Joyner announced that there will be a Christmas Decoration Contest again this year. He also informed the Board that the Christmas Party will be held on Friday December 09, 2016 at Rentz’s
