Official Minutes of the July 10, 2017 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday July 10, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Terry Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills;

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner; Nick Ehrgott

Guests Present: Sgt. Bunting

 

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present.

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the June 12, 2017 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the June 12, 2017 Regular Board Meeting as printed; second by Trustee Joan Bullard;

 

Approved by roll call vote:

Yeas:  Brian Verdun, Lisa Lambert, Jamie Johnson, Joan Bullard, Brian Mills – 5;

Nays:  Mark Tissiere – 1;

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary for the month ending June 30, 2017. Bank balances for the month ending June 30, 2017 are as follows:

Iris Thorne indicated that our 80% reimbursement of Eppel’s first invoice on the Trails Grant is sitting in Odell Checking.  It will go toward the Walking/Biking Path loan as soon as the State resumes reimbursement payments.

 

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Lisa Lambert;

Bills

Board Listing Report #950 ran on July 10, 2017 at 1:52pm representing all due bills for the Village due in July 2017, and Listing Report #951 ran on July 10, 2017 at 2:40pm representing all due bills for Tourism due in July 2017 plus the invoice from Evergreen FS for $ 281.65 and the list of payments due and paid between meetings totaling $ 15,229.31.

 

Trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report #950, dated July 10, 2017, ran at 1:52pm, and Board Listing Report #951, dated July 10, 2017, ran at 2:40pm plus the invoice from Evergreen FS for $ 281.65 and the list of payments due and paid between meetings totaling $ 15,229.31; second by Trustee Brian Verdun;

Police Report

A police report for the month of June was received.  Sgt. Bunting reported that there has been quite a bit of activity in Odell.

Executive Session

 

Trustee Brian Mills moved to enter into executive session at 7:23pm to discuss Clearwell Litigation; second by Trustee Jamie Johnson;

Trustee Jamie Johnson moved to exit executive session and resume regular session at 8:06pm; second by Trustee Mark Tissiere;

OLD BUSINESS:

 

Clearwell Update

No action that requires a vote on the Clearwell was taken.

Miscellaneous Old Business

Mayor Joyner noted that the Collector’s position will be advertised in The Paper; The Leader and on the Odell Website.

 

Attorney Legner updated the board on the complaint that was filed against the owners of the building on Wauponsie St.  A hearing date has been set for July 28.

 

The request to change the Sunday Alcohol hours will be on the August Agenda.

IMLRMA Intergovernmental Agreement

Trustee Brian Verdun moved to approve the IMLRMA Intergovernmental Agreement; second by Brian Mills;

Appropriation

The Appropriation for the Fiscal Year 2018 which is based on our working budget was presented for approval.  Trustee Brian Verdun moved to approve the Appropriation for the Fiscal Year 2018; second by Joan Bullard;

Prevailing Wage

Attorney Ed Legner presented the Prevailing Wage Ordinance for Fiscal Year 2018.  Trustee Jamie Johnson moved to approve the Prevailing Wage Ordinance for the Fiscal Year 2018; second by Trustee Brian Verdun;

Request for Flea Market

Attorney Legner reported that a Flea Market is not specifically listed as a permitted use in Commercial 2 Zoning, item tabled.

 

Ball Park Lights – sell extra

The sale of any extra Ball Park Lights was tabled until the lights that are needed at the Park are installed and the number of extras are known.

 

Tree Grant

Applying for a Tree Grant and also memorial tree donations were discussed for the walking/biking path.

 

Miscellaneous New Business

Trustee Lisa Lambert commented that the new street signs look nice and Mayor Joyner informed the board that all street signs have been replaced.
