Council Room, Odell, Illinois, Monday July 08, 2019, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Rodney Morris and Tom Russell

Minutes of the June 10, 2019 Regular Board Meetings

Trustee Jamie McPeek moved to approve the minutes from the June 10, 2019 Regular Board Meeting; second by Trustee Brian Verdun;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report of bank account balances for the month ending June 30, 2019 as follows:

Board Listing Report #50 ran on July 06, 2019 at 6:44pm representing all due bills for the Village due in July 2019, and Board Listing Report #51 ran on July 06, 2019 at 7:19pm representing all due bills for Tourism due in July 2019 and the between Meeting Paid Bill List, plus four late bills – Kelly Electric $325.00; Stoller $113.00; B/P $266.43 and Strategic Marketing $60.00

 

Trustee Brian Verdun moved to approve the Board Listing Report #50 ran on July 06, 2019 at 6:44pm representing all due bills for the Village due in July 2019, and Board Listing Report #51 ran on July 06, 2019 at 7:19pm representing all due bills for Tourism due in July 2019 and the between Meeting Paid Bill List, plus four late bills – Kelly Electric $325.00; Stoller $113.00; B/P $266.43 and Strategic Marketing $60.00; second by Trustee Rodney Morris;

Police Report

No Officer was present to review the June Police Report.

 

OLD BUSINESS:

 

Portion of East High Street – Vacation

Research is still pending on the East High Street Vacation; issue tabled until August.

 

Solicitors Registration Ordinance

Attorney Nick Ehrgott has revised the Solicitors Registration Ordinance.

 

Trustee Mark Tissiere moved to adopt Ordinance 7-19 pertaining to Solicitors Registration; second by trustee Brian Verdun;

Spencer Street Drainage

Mayor Mills explained the proposed solution to the Spencer Street drainage issue.  Rich Ribordy has received an estimate of $10,000 from Opperman to cut a trench across the south end of Spencer Street, to install a 12” tile along Rt. 66, and then repair the street and curbs.

 

Trustee Mark Tissiere moved to accept Opperman’s bid to fix the Spencer Street Drainage issue; second by Trustee Rodney Morris;

Miscellaneous Old Business (discussion only)

Mayor Mills informed the Board of the following issues: 1. The State will be resurfacing Route 66 from Route 23 to Prairie St. 2. Pipes broke in the RO room and flooded the entire building. 3. The Air Conditioner will be replaced. 4. A tree on North Morgan St had to be taken down by Alex Bradbury after the storm. 5. Odell Days will be this weekend.

 

 

NEW BUSINESS:

 

Audit/Auditor

The Auditor will not be here tonight.  Audit/Auditor tabled until August

 

Appropriation Ordinance

Based on the working budget discussed last month, Attorney Ehrgott has prepared the Appropriation Ordinance for the Fiscal Year May 1, 2019 and ending April 30, 2020.

 

Trustee Jamie McPeek moved to adopt the Appropriation Ordinance for the Fiscal Year May 1, 2019 and ending April 30, 2020; second by Trustee Brian Verdun;

Prevailing Wage Ordinance

Attorney Ehrgott has prepared the Prevailing Wage Ordinance for adoption.

 

Trustee Rodney Morris moved to adopt the Prevailing Wage Ordinance; second by Trustee Brian Verdun;
