Council Room, Odell, Illinois, Monday May 08, 2023 a Hearing on Vacation of South Morgan St. was held at 6:30pm and the Regular Board Meeting was held this date at 7:05pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, Randy Pagel, Rodney Morris, Tom Russell and Josh Osborn

Guests Present: David Thorne, Don Emberling, Jacob Negray, Attorney Brian Gabor, Jim Farris, Sharon Farris, Juanita James
Hearing on Vacation of South Morgan St, South and West of East Street
Attorney Brian Gabor, representing Jacob Negray presented the board with reasons why his client needs access to the back of his property located on the very South edge of Morgan Street.
Trustee Josh Osborne moved to send the issue of the vacating of South Morgan Street West of East Street to the Zoning Board of Appeals; second by Trustee Brian Verdun;

Treasurer Jim Rebholz was not in attendance. The April 2023 Treasurer’s Report and YTD Fund Summary was presented to the Board for approval. Reconciled balances for the month ending April 30, 2023 are as follows:

Board Listing Report #200 ran on May 08, 2023 at 1:25pm representing all bills for the Village due in May; Board Listing Report #199 ran on May 08, 2023 at 1:08pm representing all bills for Tourism due in May, and the between Meeting Paid Bill List for May for $7,073.12 were presented for payment approval.

Deputy Fitsimmons of the Livingston County Sheriff’s Department was present. Mayor Mills reviewed the police activity report for the month of April.

Miscellaneous Old Business (discussion only)
Mayor Mills reported that the issues with the Generator are still being worked out.
The static mixer is still in the process of being fixed. Opperman had to be called over the weekend as the wall caved in.
Mayor Mills bestowed the Oath of Office to the following new Trustees:
Brian Verdun; Randy Pagel; Rodney Morris, Thomas Russell and Joshua J. Osborne

FY 23 -24 Working Budget Review
The working Budget for the F/Y 23 – 24 was given to the board for their review. The Working Budget is tabled until June

The Appropriation for the F/Y 23 – 24 was presented to the board for their review. The Appropriation is tabled until June.
Miscellaneous New Business (discussion only)
Mayor Mills will check into building a bathroom for public use at Tourism and report back to the board.
