Council Room, Odell, Illinois, Monday September 14, 2020, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Rodney Morris, and Tom Russell

Minutes of the August 10, 2020 Regular Board Meetings

Trustee Brian Verdun moved to approve the minutes from the August 10, 2020 Regular Board Meeting; second by Trustee Mark Tissiere;

Treasurer’s Report

Treasurer Jim Rebholz presented the Treasurers Report and the Year to date Fund Summary for the month ending August 31, 2020. Reconciled bank balances for the Month ending August 31, 2020 are as follows:

Trustee Brian Verdun moved to approve the Board Listing Report #104 ran on September 10, 2020 at 2:33pm representing all due bills for the Village due in September; Board Listing Report #105 ran on September 10, 2020 at 3:08pm representing all due bills for Tourism due in September; and the between Meeting Paid Bill List; second by Trustee Thomas Russell;

Police Report

Deputy Brett Adams from the Livingston County Sheriff’s Department reviewed the August Police Activity Report

Water & Sewer – The committee will continue to study the sewer and water income and expenses.

Financial Investment Policy

Attorney Nick Ehrgott explained the revisions he has made to the Financial Investment Policy as requested at the August Board meeting.

 

Trustee Jamie McPeek moved to adopt the Financial Investment Policy of the Village of Odell; second by Trustee Mark Tissiere;

Resolution to place Infrastructure Savings money in a Money Market Account

Trustee Jamie McPeek moved to approve the Resolution to place Infrastructure Savings money in a Money Market Account; second by Mark Tissiere:

Trustee Mark Tissiere presented information on purchasing trees for the trail.

Auditor FY 2019-2020 Rick Phillips

Auditor Rick Phillips, via Video, reviewed the 2019-2020 Financial Audit with the board. Rick Phillips opened up the review for discussion and answered questions.

 

Trustee Jamie McPeek moved to accept the 2019-2020 Financial Audit; second by Trustee Brian Verdun;

Trustee Jamie McPeek moved to retain Phillips and Associates for the Fiscal Year the 2020-2021; second by Trustee Mark Tissiere;

Tax Levy

Trustee Brian Verdun moved to accept the Tax Levy Ordinance for the year 2020; second by Trustee Rodney Morris;

Property Purchase Contract

Attorney Ehrgott explained that the County had started procedures to sell parcel 10-10-10-139-007 for unpaid property taxes. The County agreed to sell the parcel to the Village of Odell and have provided the Purchase Contract for Board approval.

 

Trustee Brian Verdun moved to pay $813.00 in back taxes and to enter into the Purchase Contract from the County; second by Mark Tissiere;

Tree Removal Bids

Trustee Mark Tissiere moved to accept the bid of $6,499.00 from Bradbury Tree Service for this year’s removal of trees and stumps; second by Rodney Morris;

Village resident Carolyn Schoop addressed the board concerning the letter she received from the Village regarding her property.

 

 

Trustee Brian Verdun moved to enter Executive Session to discuss downtown building litigation at 8:19pm; second by Trustee Mark Tissiere;
