Council Room, Odell, Illinois, Tuesday September 19, 2017, a Special Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills;

Acting Mayor Brian Mills led the Pledge of Allegiance.
OLD BUSINESS:
Ditch Cleaning
Mark Tissiere presented his findings on an individual that has special equipment to clean up ditches. Item was tabled as private property issues need to be researched.
Clearwell Update
Water Operator Rich Ribordy explained why the replacement of the clearwell liner has become an emergency.

Salt Spreader
Acting Mayor Brian Mills reported that the Village salt spreader is unable to be used this year. He has obtained a municipal price for a new stainless steel salt spreader for $ 2,581.00.
Trustee Jamie Johnson moved to purchase the new stainless steel salt spreader for $ 2,581.00; second by Trustee Brian Verdun;

Tree Bids
The Village has received the following bids from two bidders to remove 11 trees that have died:
Al Trost Tree Experts: $ 4,250.00
Bradebury Tree Service: $ 5,000.00
Trustee Joan Bullard moved to accept the bid by Al Trost Tree Experts for $ 4,250.00; second by Trustee Brian Verdun;

Collector Position – Committee Recommendation
Upon the recommendation of the Interview Committee Trustee Brian Mills moved to accept their recommendation to hire Cheryl Hilleary for the Collector Position and in the event Cheryl Hilleary declines the position to hire Lily Barrett; second by Trustee Brian Verdun;

Executive Session
Trustee Brian Mills moved to enter into Executive Session at 7:36pm to discuss Personnel issues related to salary and health insurance benefits; second by Trustee Joan Bullard;

Re-visit Employee/Spouse Health Insurance
Trustee Jamie Johnson moved to change our health insurance benefit payment to the employee and
the employer each paying 50% of the Spouse’s cost starting January 1, 2018; second by Trustee

New Hire Collector Beginning Salary
Trustee Brian Mills moved to offer Cheryl Hilleary $ 15.00 per hour with the Village paying 100% of her insurance, 50% of her spouse’s insurance and she will be responsible for any other dependent’s insurance; second by Jamie Johnson;
