Council Room, Odell, Illinois, Monday December 09, 2019, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Rodney Morris and Tom Russell

Minutes of the November 11, 2019 Regular Board Meetings
Trustee Brian Verdun moved to approve the minutes from the November 11, 2019 Regular Board Meeting; second by Trustee Mark Tissiere;

Treasurer’s Report
Iris Thorne reported that the Treasurers Report and the Year to date Fund Summary for the month ending November 30, 2019 is included in the board packets. Reconciled bank balances for the Month ending November 30, 2019 are as follows:

Police Report
Officer Hoffmeyer reported 29 calls during the month of November.
OLD BUSINESS:
Building Permit Fees
Issue is tabled until the January meeting when the board can review the calendar year building permit revenue for 2019.
Building Inspector Fees
Issue is tabled until the January meeting.
Excessive Braking Ordinance Amendment
Nick Ehrgott presented an amended Excessive Braking Ordinance to include an indemnification paragraph.
Trustee Jamie McPeek moved to accept the Excessive Braking Ordinance as amended; second by Trustee Brian Verdun;

Miscellaneous Old Business (discussion only)
Mayor Mills reviewed the status of the 4 buildings downtown that were inspected by a Structural Engineer.
Attorney Ehrgott will send letters to each building owner requesting a plan of action for repairing each building to be received by the Village, in writing, by January 31, 2020.
OMA Training
Mayor Mills will forward a link to board members to complete OMA training over the Internet. Certificates of completion will be kept in the office.
NEW BUSINESS:
Illinois Cannabis Law
Extensive discussion took place regarding the Illinois Cannabis Law which will be effective January 1, 2020.
Trustee Jamie McPeek moved that we approve with the State regulations, revisiting them next month to get our own Odell regulation, Ordinances, zoning, the approval of recreational and medical cannabis business in Odell; second by Trustee Tom Russell;

Miscellaneous New Business (discussion only)
Mayor Mills noted that the Village will be erecting a “Blind Child” sign on Tremont Street.
