Council Room, Odell, Illinois, Monday January 11, 2021, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Rodney Morris, and Tom Russell
Staff Present: Iris Thorne, Jim Rebholz
Village Attorney Present: Nick Ehrgott
Guests Present: Deputy Wilson; Sgt. Rork; David Thorne

Minutes of the December 14, 2020 Regular Board Meetings
It was noted in the December 14, 2020 minutes, that the Treasurer’s ending November 2020 bank balance for Odell Checking does not match the December beginning Odell Checking balance in the December 2020 Treasure’s Report due to a typo. Approval of the December 14, 2020 minutes was tabled until the February Meeting.
Treasurer’s Report
Board packets contained the Treasurer’s Report and the Year-to-date Fund Summary for the month ending December 31, 2020. Treasurer Jim Rebholz reported bank ending balances for the month ending December 31, 2020 as follows:

Board Listing Report #119 ran on January 11, 2021 at 10:49am representing all due bills for the Village due in January; one late invoice for Tourism for $10.00; and the between Meeting Paid Bill List were presented for approval and payment.

Sgt. Rork along with Deputy Wilson from the Livingston County Sheriff’s Department reviewed the December Odell Police Activity Report

Water & Sewer – Committee studies show that sewer and water rates need to be raised to keep up with current rising expenses

Mayor Mills reported that the Cares/Cures Fund has been extended until the end of this year. Currently the Village has spent $51,435.39 in improvements to combat COVID-19 and expects to receive reimbursement from the Fund.
Demolition of Downtown Building Updates
Demolition has not started.

Litigation update moved to Executive Session
Miscellaneous Old Business
Mayor Mills announced that water bills that have not been paid during the COVID pandemic will now be subject to shut off per Ordinance.

Water/Sewer Rate Discussion/Increase
Water/Sewer Rates are tabled until the February Meeting.
Trustee Brian Verdun moved to exit Regular Session and enter into Executive at 7:36pm for the purpose of discussing litigation regarding 200 E. Hamilton St.; second by Trustee Tom Russell;
