Council Room, Odell, Illinois, Monday January 8, 2024 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

Roll call showed the following Trustee members were physically present: Brian Verdun, David Thorne, Randy Pagel, Steve Verdun, Tom Russell and Josh Osborne

Trustee Brian Verdun moved to approve the Minutes of the December 11, 2023 Regular Board Meeting; second by Trustee Steve Verdun;

Board Listing Report #223 ran on January 5, 2024 at 6:24pm representing all bills for the Village due in January and the between Meeting Paid Bill List for January for $4,710.30 were presented for payment approval.

Police Report
The Police have provided a Police Activity Report for the months of October, November and December.
Public Forum (at Mayor’s discretion)
A couple of residents expressed concern over the possibility of unscheduled intercity buses discharging passengers within the Village of Odell. A Special Village Board Meeting was set for January 16, 2024 at 6:00pm to consider a Resolution and Ordinance regarding the discharge of passengers of unscheduled intercity buses.

Village Fire Alarm System Bids
Village Fire Alarm System Bids were tabled until next month.
Fiber Ordinance
Attorney Nick Ehrgott presented an amendment to the Fiber Ordinance to include charges for linear feet. Trustee Josh Osborne moved to accept the amendment to the Fiber Ordinance; second by Trustee Brian Verdun

NEW BUSINESS:
Amendment to Village of Odell Water Ordinance
Trustee Tom Russell moved to approve the amendment to the Water Ordinance as follows: $29.67 for the first 2600 gallons of water used, and $10.70 for each 1,000 gallons used in excess of the minimum amount of gallons, and an increase of $1.00 per billing period for infrastructure; second by Trustee Brian Verdun;

Amendment to Village of Odell Water Ordinance
Trustee Tom Russell moved to approve the amendment to the Water Ordinance as follows: the Farmers Meter Rate is raised from $10.00 per 800 gallons to $10.00 per 500 gallons of water purchased; second by Trustee Brian Verdun;

Amendment to Village of Odell Sewer Ordinance
Trustee Tom Russell moved to approve the amendment to the Sewer Ordinance as follows: the basic user rate is set at a minimum amount of $19.02 for the first 2600 gallons and $7.11 per 1,000 gallons beyond the minimum amount of gallons of water used;
