Council Room, Odell, Illinois, Monday November 14, 2022 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Trisha Biernat, Randy Pagel, Tom Russell and Josh Osborne

Staff Present: Iris Thorne

Village Attorney Present: Nick Ehrgott

Guests Present: Don Emberling, David Thorne, Jordan Blain – Livingston County Sheriff’s Office

Minutes of the October 10, 2022 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the October 10, 2022 Regular Board Meeting; second by Trustee Josh Osborne;

 

Approved by roll call vote:

Yeas:  Brian Verdun, Trisha Biernat, Randy Pagel, Tom Russell and Josh Osborne– 5;

Nays:   None

 

Treasurer’s Report

Treasurer Jim Rebholz was not in attendance.  Board packets contained the Treasurer’s Report and the Year-to-date Fund Summary for the month ending October 31, 2022. Account balances are as follows:

Trustee Brian Verdun, moved to approve the Treasurer’s Report for the month ending October 31, 2022; second by Trustee Tom Russell;

Nays:   None

 

Monthly Bills

 

Board Listing Report #183 ran on November 14, 2022 at 2:42pm representing all bills for the Village due in November; and Board Listing Report #184 ran on November 14, 2022 at 2:59pm representing all bills for Tourism due in November; and the between Meeting Paid Bill List for $7,833.91 were presented to the board for payment approval.

 

Trustee Brian Verdun moved to approve Board Listing Report #183 ran on November 14, 2022 at 2:42pm representing all bills for the Village due in November; and Board Listing Report #184 ran on November 14, 2022 at 2:59pm representing all bills for Tourism due in November; and the between Meeting Paid Bill List for $7,833.91; second by Trustee Tom Russell;

Police Report

Deputy Jordan Blane from Livingston County Sheriff’s Office reviewed the October Police Activity Report for Odell.

Sale of Village Owned Properties Appraisal Update

Mayor Mills reported the appraisal of each property and invited board discussion.  See Sale of Village Owned Property Ordinance under NEW BUSINESS.

 

Miscellaneous Old Business (discussion only)

Mayor Mills reported that the Generator has been delivered and is waiting to be hooked up.  Also, the Mixer issue is in the process of being fixed

Tax Levy Ordinance F/Y 2022-2023

Brian Verdun moved to approve the Tax Levy Ordinance for the Fiscal Year 2022-2023; second by Trustee Trisha Biernat;

Yeas:  Brian Verdun, Trisha Biernat, Randy Pagel, Tom Russell and Josh Osborne– 5;

Nays:   None

 

Sale of Village Owned Property Ordinance

Trustee Brian Verdun moved to have an Ordinance authorizing the sale and disposition of certain real estate owned by the Village of Odell, with minimum bids set for 073 at $10,000; 007 at $1,600; 008 at $5,000 and 004 at $5,000 and the last three must be brought to grade; second by Trustee Josh Osborne;

Nays:   None

 

Miscellaneous New Business (discussion only)

Mayor Mills provided a map from a Solar Farm Company requesting to surround Odell with solar farms. Discussion was not in favor of land locking the Village.

 

Trustee Trisha Biernat moved to adjourn at 7:49pm; second by Trustee Randy Pagel;
