Council Room, Odell, Illinois, Monday September 11, 2023 a Regular Board Meeting w s held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted. \
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, David Thome, Randy Pagel, Tom Russell and Josh Osborne
Staff Present: Iris Thome, Jim Rebholz Village Attorney Present: Nick Ehrgott

Minutes of the August 14, 2023 Regular Board Meeting
Trustee Brian Verdun moved to approve the Minutes of the August 14, 2023 Regular Board Meeting; second by Trustee Tom Russell;

Treasurer’s Report
Treasurer Jim Rebholz was in attendance. The August 2023 Treasurer’s Report and YTD Fund Summary was presented to the Board for approval. Reconciled balances for the month ending August 31, 2023 are as follows:

B?ard Listing Report #212 ran on September 11, 2023 at 12:01pm representing all bills for the Village due in September; Board Listing Report #213 ran on September 11, 2023 at 1:03pm representing all bills for Tourism due in September, and the between Meeting Paid Bill List for September for $10,865.30 were presented for payment approval.

Police Report
A Livingston County Sheriffs Office deputy was present to review the Police Activity Report for Odell for the month of August.
Public Forum (at Mayor’s discretion)
Mayor Mills advised the board that 2 formal complaints have been filed with the Village as follows: I.Odor nuisance at 222 W. Tremont Street, filed August 24, 2023
- Multiple semi-truck loads of debris being dumped West and North of213 E Prairie Street (within city limits), filed September 11, 2023
Mayor Mills invited residents to comment on the filed complaints. Mayor Mills assured the residents that the Village will take action on both complaints, but reminded them that certain procedures are required to be followed in resolving the issues.

Access and Use Easement for Village Property Located South of 500 South Front St
The property owner has requested permission to include the installation of a gate in the Access and Use Easement Agreement on Village property South of 500 South Front St. Easement agreement is tabled until the October Board Meeting.
Access and Use Easement for Village Property Located West of the Recently Vacated South Morgan Street

Brian Verdun moved to approve the estimate of $5,200.00 from Tim’s Painting to redo the outside
of Village Hall; second by Trustee Josh Osborne
