Council Room, Odell, Illinois, Monday July 12, 2021, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Trisha Biernat, Emily Gall, Randy Pagel, Rodney Morris, and Tom Russell

Village Attorney Present: Nick Ehrgott

Guests Present: Dave Thorne

 Minutes of the June 14, 2021 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes from the June 14, 2021 Regular Board Meeting; second by Trustee Tom Russell;

Yeas:  Brian Verdun, Trisha Biernat, Emily Gall, Randy Pagel, Rodney Morris, and Tom Russell – 6;

Nays:   None

 

Treasurer’s Report

Board packets contained the Treasurer’s Report and the Year-to-date Fund Summary for the month ending June 30, 2021.  In the absence of Treasurer Jim Rebholz Iris Thone reported bank ending balances for the month ending June 30, 2021 as follows:

Board Listing Report #135 ran on July 12, 2021 at 4:22pm representing all due bills for the Village due in July; Board Listing Report #136 ran on July 12, 2021 at 4:55pm representing all due bills for Tourism due in July; and the between Meeting Paid Bill List for $7,092.55.

 

Trustee Brian Verdun moved to approve the Board Listing Report #135 ran on July 12, 2021 at 4:22pm representing all due bills for the Village due in July; Board Listing Report #136 ran on July 12, 2021 at 4:55pm representing all due bills for Tourism due in July; and the between Meeting Paid Bill List for $7,092.55; second by Trustee Thomas Russell.

Police Report

There was no representative from the Livingston County Sheriff’s Office present.  Mayor Mills reviewed the June Police Activity with the Board

Fence Ordinance Amendment

Trustee Brian Verdun moved to approve the Amendment to the Zoning Ordinance regarding fence height; second by Trustee Trisha Biernat

Nays:   None

 

Stop Sign at Tremont St and Prairie St

Last month there was a proposal to replace the Yield to Oncoming Traffic sign on Tremont St. with a Stop sign.

Trustee Tom Russell moved to replace the Yield to Oncoming Traffic sign on Tremont St. with a Stop sign; no second received on the motion; motion failed to pass.

 

Miscellaneous Old Business

Attorney Ehrgott updated the board on responses he received from property owners regarding nuisance violation letters that were sent out.

Mayor Mills updated the board regarding remaining issues from the demolition of the downtown buildings.

Attorney Ehrgott reported on the progress regarding the hearing on 200 E. Hamilton St.

Mayor Mills and a couple of board members reported that they checked for any water problems at the creek by the ball diamond since recent hard rains and the water is flowing as it should.

Working Budget

Trustee Rodney Morris moved to approve the 2021/22 Fiscal Year Working Budget; second by Trustee Brian Verdun;

Nays:   None

 

Appropriation for the Fiscal Year 2021/22

Trustee Brian Verdun moved to approve the Appropriation for the Fiscal Year 2021/22; second by Trustee Rodney Morris;

Nays:   None

 

Miscellaneous New Business

Mayor Mills presented his assignment of Trustees to various committees.
