Council Room, Odell, Illinois, Monday November 09, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Gary Wykes, Jamie Johnson (at 7:03), Phaela Hodges, Joan Bullard, and Brian Mills.

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Attorney Nick Ehrgott; Cathy Graften

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance

After the Pledge of Allegiance Mayor Joyner announced with regret that Gary Wykes has turned in a written resignation for his position as Trustee on the board.

 

Minutes of the October 12, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the October 12, 2015 Regular Board Meeting as printed; second by Trustee Joan Bullard;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending October 31, 2015 are as follows:

Bills

Board Listing Report #859 ran on November 09, 2015 at 9:11am representing all due bills for the Village for November 2015, and Board Listing Report #860 ran on November 09, 2015 at 1:10pm representing all due bills for Tourism for November 2015 were presented for payment approval plus two additional bills, one from Valley View for $ 101.50, and one from Evergreen F/S for

$ 1,308.68.

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated November 09, 2015 ran at 9:11am, list #859, and Board Listing Report dated November 09, 2015 ran at 1:10pm, list #860 and the two additional bills for Valley View, $ 101.50 and Evergreen F/S

Police Report

Sgt. Mitchell from the Livingston County Sheriff’s Department reported that the Village had a total of 15 calls, 3 citations, and 4 warnings issued during the month of October, 2015.

Public Forum

Cathy Graften, from the Odell Public Library, gave the board an overview of the Library’s activities in the community, but first of all she thanked the Village workers for keeping their parking lot cleaned off last winter. Ms. Graften went on to say that our Library serves 22,341 people in their taxing District, and their board meets on the 3rd Wednesday of the month. She stated that they have adult and children reading programs throughout the year, many on line courses available, and have presented reading programs at the school with money received from grants. She also passed out information on their seed program and statistics on their programs and attendance throughout the year.

 

OLD BUSINESS:

Route 66 Trail Bids

The Trail Bids were tabled due to the state withholding grant money.

 

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

 

NEV Ordinance Revision

Attorney Ed Legner presented the board with an Ordinance Authorizing The Use of Registered Properly Equipped Golf Carts In The Village of Odell, amending in its entirety, Ordinance Number 0511 heretofore adopted on May 11, 2009. The amended Ordinance includes the new requirements of the Illinois Vehicle Code 625 ILCS 5/11-1426.1, which will go into effect on January 1, 2016.

Culvert Policy

After discussion the Culvert Policy was tabled for further editing until the December meeting.

Clearwell Update

The Clearwell update was moved to Executive Session.

 

Tax Levy Ordinance

Ed Legner presented the revised Tax Levy Ordinance with the Police line item increased as much as allowable and the balance of the increase going into the IMRF line item.

Miscellaneous Old Business

In Miscellaneous Old Business the board discussed the proposed purchase of clamp on fork lifts.

NEW BUSINESS:

Resolution – Support of Releasing Local Funds

IML provided a copy of a Resolution in support of releasing local funds to local Governments, which have been withheld by the state because of the budget situation.

 

Trustee Jamie Johnson moved to adopt the Resolution in Support of Releasing Local Funds; second by Brian Verdun

Letters with the attached Resolution will be forwarded to the appropriate state officials.

Miscellaneous Old Business

Mayor Joyner announced that there will be another Odell Days meeting on Tuesday November 10 at 7:00 at Village Hall.

Mayor Joyner also announced that the Village Xmas Party will take place on Saturday December 12, 2015 at Pour Richards.

Executive Session – Clearwell

 

Trustee Brian Mills moved to exit Regular Session and enter into Executive Session to discuss the Clearwell Litigation at 8:29pm; second by Jamie Johnson;
