Official Minutes of the February 09, 2015 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Wednesday, February 09, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson, Matt Weaver at 7:06pm, and Herman Fearman

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the January 14, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the January 14, 2015 Regular Board Meeting as printed; second by Trustee Jamie Johnson;

 

Approved by roll call vote:

Yeas: Brian Verdun, Jamie Johnson, and Herman Fearman – 3;

Nays:   None

 

Treasurer’s Report

Iris Thorne, Clerk, reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending January 31, 2015 are as follows:

Odell Savings            $     85,203.41
Illinois Funds Gen Fund Checking            $   264,422.05
Illinois Funds MFT Checking            $   79,767.83
General Fund CD’s              $ 224,905.68
Odell Tourism              $   24,979.42

 

Iris reported that the balance for Video Gaming money is $ 15,699.60 in the General Fund.

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Jamie Johnson;

Bills

Board Listing Report #819 ran on 02/09/15 at 11:01am representing all due bills for the Village for February 2015, and Board Listing Report #820 ran on 02/09/15 at 11:36am representing all due bills for Tourism for February 2015 were presented for payment approval plus the 2nd quarter payment for the Police Contract for $ 3250.00

 

Trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report #819 ran on 02/09/15 at 11:01am and Board Listing Report #820 ran on 02/09/15 at 11:36am plus the 2nd quarter payment for the Police Contract for $ 3250.00; second by Trustee Brian Verdun;

Police Report

Sgt. John Mitchell reported that there were 18 calls in Odell for last month; 1 citations; 0 warning.

 

OLD BUSINESS:

 

Route 66 Trails Grant Update

Mayor Joyner noted that per an e-mail received from our Engineers, the Illinois Historic Preservation Association has cleared our Route 66 plans and that IDOT will try to expedite their review of the plans.

 

Clearwell Update

Attorney Ed Legner indicated that in regards to the Clearwell, during the Discovery process MPC did not submit answers to several items. Therefore, the Judge has ordered that a high level representative from MPC appear in March at a Hearing as to why they have not complied.

 

Construction Ordinance

Attorney Ed Legner has provided a proposed Amendment to our Construction Ordinance. Discussion took place as to specific wording. The Amendment was tabled until next month.

 

Miscellaneous Old Business

Herman Fearman reported that he updated the wording for the Red Carpet Corridor Pamphlet for this year. He also displayed a neon clock with a picture of our station that will be for sale at the station.

 

NEW BUSINESS:

 

Resolution Authorizing Participation in the ComEd Green Regions Program

Mayor Joyner relayed to the Board that he would like to apply for a grant offered by ComEd through the ComEd Green Regions Program. The Program will grant up to $ 10,000 to entities to improve open land in ComEd’s service area. If accepted the Village will have a $ 10,000 match. The grant will allow the Village extra monies for landscaping the Route 66 Walking/Biking Path.

 

 

Trustee Herman Fearman moved to approve the Resolution Authorizing Participation in the ComEd Green Regions Program and to apply for the full amount of $10,000 which will require a $ 10,000 match by the Village; second by Trustee Matt Weaver;

Miscellaneous New Business

Mayor Joyner indicated to the board that he is looking into purchasing some planters and benches for the downtown area.

 

Mayor Joyner reported that the White Dodge has not worked right since the accident last year. He asked Rich to obtain some prices on a replacement truck.
