Official Minutes of the March 10, 2014 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday, March 10, 2014, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present:  Mayor Terry Joyner, Brian Verdun, Gary Wykes, Jamie Johnson, Phaela Hodges, and Herman Fearman

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner, Steve Mann

Guests Present: Ty Eshleman and Kevin Hannel of Farnsworth, Adam Dontz and Sgt. John Mitchell

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the February 10, 2014 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the February 10, 2014 Regular Board Meeting as printed; second by Trustee Gary Wykes;

 

Approved by roll call vote:

Yeas:  Brian Verdun, Gary Wykes, Jamie Johnson, Phaela Hodges, Herman Fearman – 5;

Nays:   None

 

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report.  Bank balances for the month ending February 28, 2014 are as follows:

 

Odell Checking              $    42,976.07
Odell Savings

            $       79,620.99

Illinois   Funds Gen Fund Checking

            $     232,400.40

Illinois   Funds MFT Checking

           $      109,682.44

General Fund CD’s

             $  223,882.84

Odell Tourism              $    23,467.61

 

Iris also reported that the final installment of property taxes, interest and the mobile home tax have been received.  Video Gaming money received to date is $ 9,232.01.

 

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Phaela Hodges;

Bills

Board Listing Report #767 ran on 03/10/14 at 10:59am representing all due bills for the Village for March 2014, and Board Listing Report #768 ran on 03/10/14 at 11:22am representing all due bills for Tourism for March 2014 were presented for payment approval, plus the monthly bill from Scott Caldwell for $ 55.00.

 

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report dated
March 10, 2014 ran at 10:59am, list #767, and Board Listing Report dated March 10, 2014 ran at 11:22am, list #768 plus the $ 55.00 invoice from Scott Caldwell; second by Trustee Gary Wykes;

Approved by roll call vote:

Police Report

Sgt. John Mitchell reported that according to the February 2014 Police Activity Report there were 23 calls; 4 warnings; and 1 citations issued during the month of February.

 

OLD BUSINESS:

 

GLCEDC

Adam Dontz, CEO for the GLCEDC, presented the board with a brochure highlighting the accomplishments of the GLCEDC over the past year. The brochure is the first of its kind published for Livingston County which outlines the labor force, transportation, area population and income of Odell and the other cities in Livingston County. The brochure is designed as a marketing tool to attract new business to the area.

Adam Dontz also reported the success of their first workforce training program and indicated that the second class started last week.

 

Garbage Contract

Ed Legner stated that he has received the revised garbage contract back from Allied Waste, but has not reviewed it.  The garbage contract was tabled until next month.

Rectory Petition

Ed Legner advised that the rectory petition is on hold until a survey is obtained to determine where the house sits on the existing lots.

Clearwell

The clearwell litigation discussion was moved to executive session.

 

Miscellaneous Old Business  

Ed Legner presented a preliminary draft for the board’s review on an amendment to the Village’s Subdivision Ordinance on selling adjacent and contiguous tracks of land.  The amendment will be on the Agenda for April, 2014.

Mayor Joyner indicated that our present Zoning and Planning Commission Board members currently do not receive pay for their meetings.  Ed Legner will review our Ordinance to see if there are any provisions in the Ordinance for payment of their services.

 

Executive Session

 

Trustee Brian Verdun moved to go into executive session at 7:48pm for the purpose of discussing litigation updates involving the clearwell project; second by Trustee Jamie Johnson;

Trustee Jamie Johnson moved to exit executive session at 8:13pm; second by Trustee Herman Fearman;

Herman Fearman moved to adjourn at 8:18pm; second by Trustee Jamie Johnson;
