Council Room, Odell, Illinois, Wednesday, May 06, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Gary Wykes, Jamie Johnson, Matt Weaver, and Herman Fearman.

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell; Officer Brian Hoffmeyer; Joan Bullard, Brian Mills, Joyce Fearman, Angela Weaver, Edith Grieff, Catherine Verdun & Eileen Branz

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

Minutes of the April 13, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the April 13, 2015 Regular Board Meeting as printed; second by Trustee Gary Wykes;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending April 30, 2015 are as follows:

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Brian Verdun;

Bills

Board Listing Report #828 ran on 05/06/15 at 11:26am representing all due bills for the Village for May 2015, and Board Listing Report #829 ran on 05/06/15 at 11:56am representing all due bills for Tourism for May 2015 were presented for payment approval.

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report dated May 06, 2015 ran at 11:26am, list #828, and Board Listing Report dated May 06, 2015 ran at 11:56am, list #829; second by Trustee Gary Wykes;

Police Report

Sgt. John Mitchell reported that according to the May 2015 Police Activity Report there were 24 calls; 2 warnings; and 4 citations issued during the month of April.

OLD BUSINESS:

5-K Run – Brian Hoffmeyer

Brian Hoffmeyer reported that he has 55 runners and 11 walkers signed up to participate in the FOP 1^st Cop Run to take place in Odell this coming Saturday, May 09, 2015.

Governors Turn Around Resolution

Discussion of the Governors Turn Around Resolution took place with the board deciding not to take any action on the Resolution.

Miscellaneous New Business

Mayor Joyner presented a plaque in appreciation to Matt Weaver for his 9 years of service as Village Trustee and a plaque to Herman Fearman for his 20 years of service as Village Trustee. Mayor Joyner also recognized Herman Fearman for his years of dedication in promoting tourism at the Historic Standard Station on Old Route 66 in Odell.

NEW BUSINESS:

Oath of Office

Mayor Joyner administered the Oath of Office to Brian Verdun; Joan Bullard and Brian Mills.

A short break was taken for a reception to honor the outgoing Trustees and the incoming Trustees.

Miscellaneous New Business

The new Trustees inquired about the reported Video Gaming monies received and what the Village plans were for that money. Iris Thorne reported that the money received is being transferred over to the Illinois Funds General Fund Money Market Account, and as of the present time there are no specific projects planned for it.

Executive Session – Clearwell

Trustee Jamie Johnson moved to exit Regular Session and enter into Executive Session to discuss the Clearwell Litigation at 8:00pm; second by Brian Verdun;

Trustee Jamie Johnson moved to exit Executive Session at 8:20pm; second by Brian Verdun;

Executive Session – Personnel Benefits

Trustee Brian Mills moved to go into Executive Session at 8:22pm to discuss the employee annual salary/benefits/personnel policy; second by Gary Wykes;

Trustee Jamie Johnson moved to exit Executive Session at 8:50pm and resume Regular Session; second by Trustee Joan Bullard;

Trustee Gary Wykes moved to give the 3 full time employees a .75 per hour raise; second by Joan Bullard;
